[Governance] IGF Workshop Submission - IGC proposal ?

Dear all,

Please find here the link for both the workshop proposal (at the top) and
the pre-event proposal (see bottom of the pad) - thanks for your patience
in receiving this! Thanks also to Judith and Peter for their help:

In case you can't access the pad, I've attached the proposals as a PDF as
well.

If you have any comments, do let us know but if possible please keep these
to specific changes to improve or strengthen the proposal as opposed to
comments on structure or framing as we have little time to amend.

We'll submit at COB tomorrow, Wednesday 22 April so if you have any
comments do let us know by 15h00 UTC tomorrow if possible. Thanks very much!
