[Governance] IGF Workshop Submission - IGC proposal ?

Thanks for the responses! I suggest Brun*a*, Peter, Judith and I convene a
small working group to draft the proposals and send around to everyone for
review by the end of the week. Hope that sounds ok and everyone's keeping
