[governance] IGC Coordinator Relections - Reminder - Votes Closing in a few days

Dear Michael,

IGC Charter is a bit unclear about this but practice has long been
that it is perfectly fine to be on the mailing list without being a
(voting) member of the IGC.

It might be useful to clarify that and the terminology, such people
could be called "observers" or something like that, but I'll leave it
to our future co-coordinators to deal with.

In any case we have now no plans purge non-voters from the list.
