[governance] IGF 2019 Civil society pre-event: planning and preparation

Hi all,

I would like to use about 5 minutes of the Day 0 meeting to discuss digital
ID programmes, and update on the new #WhyID coalition and statement. The
campaign asserts that digital ID programs must respect good governance,
data privacy, and cybersecurity norms. These mandatory ID programmes are
quickly being imposed without a chance for civil society input, and before
asking whether and why we need them.
