It was created by ICANN to initiate a dialogue that was used to leaed up to Net Mundial in 2014, and has been largely dormant since then.  As I recall it lost its value after it was invaded by a few trolls.  A couple of anemic efforts have been made to bring it back to life, with no clear motivation or success.
