[governance] Draft Project Plan for Website Restoration/ Was IGC Website (Way Forward)

Dear all

I have a copy of the mailing list from 2008 onwards. I have earlier
years archived somewhere, but 2008-19 I have on my current hard drive so
I can contribute the missing years. Let me know how and when and to whom.
