[governance] Reviving IGC: Merging Bestbits in, IGF Day zero event and other subjects

I think we can pull off an IGC elections by  Berlin IGF.
Joining the IGC from BB  should not be  "a process".

Once an individual decides that it is worth it.. it only takes a click to
accept the charter and be added to the mailing list.
