[governance] Reviving IGC: Merging Bestbits in, IGF Day zero event and other subjects

Dear all,

I'm happy to be part of a leadership or steering group, if everyone is ok
with that. Apart from Bruna, I would also suggest that Farzaneh is involved
in such a group if she can be.

And thank you Arsene for your help and efforts so far, much appreciated.
