[governance] The DRAFT Contract for the Web

For those who have followed  since last, Sir Tim Berners-Lee launched
principles for a Contract for the Web.  This morning,  the draft clauses of
the "Contract" have gone live.

The proposers of the contract are now seeking input, contributions and
feedback on the draft.
