I believed that in the 2009 IGF in Sharm el Sheik, there was a panel on online education and the title was "Maximizing the Efficiency of Online Education." I was one of the panelist and I talked about Open Education.  I was able to blog about it in the ISOC blog site:

If it helps and this might gather some interest, I would be interested in getting this issue across the IGF arena.  I am aware that proposal deadline has passed so in any case for next year's IGF, we could bring it up since there might be a few of us in the IGC who might also be interested in pushing this forward.  But to give you an idea of what our panel was like, I am sharing my presentation on Open Education:

It should be noted that in all workshops that have been selected for IGF-2017, there will be no workshops concerning online education in any aspects.We regret of the fact. Scientific community of the National Redearch University Higher School of Economics believes that online education is a key issue for the digital transformation and development.
