[governance] Legal Action Filed Attempting to Halt IANA Transition

As folks may be aware, the motion for declaratory and injective relief 
(aka temporary restraining order which would halt/delay the transition)
was denied earlier this evening, and thus it appears that the IANA 
Stewardship transition will continue on schedule.
