The elephant in the room vis a vis "multi-stakeholderism" remains
enfranchisement.

How does one become a qualified, substantive participant beyond some
vague wave of the hand about how everybody is already?

What is the unit of enfranchisement? An individual? A corporation?  A
govt, a civil society group...? How many stakeholder groups might an
individual or organization be a member of (i.e., how many votes do
each get?)
