There are some differences of views about what parts of the Tunis agenda
cover the 'enhanced cooperation' issue, and what exactly do they imply.
However, there should be no dispute that it is

1. About global Internet related public policy making. Since, anything
can best or most closely be defined by its function.

2. Since a function needs a (or some) mechanism(s), and the latter
precedes the former, it is about mechanism(s) of global Internet 
related public policy making.

Indeed, within the above there can be differences on the appropriate
'forms' of such mechanism(s). But on the two above, I would think, there
should be no differences. That is what the 'enhanced cooperation' issue
is about. And that is what this working group on enhanced cooperation is
all about.
