[governance] Co-co election, any update?

Since having voted is a condition to remain full members in the sense of
being able to participate in Charter amendment it may be useful to give
a 'none' option as well, whereby the vote is registered even if someone
hasnt made up her mind to vote for any particular candidate.... parminder
