[governance] 3 Books Presented at IGF

Hi Luca

While I see this email from you, a reminder of my email asking you if you want to review the IGF’s Policy Options for Connecting and Enabling the Next Billion - Phase II - particularly the section on community networks. There was a lot of discussion on this at the IGF and we need to make sure that an accurate reflection is provided.
