[governance] Next IGF in Geneva? How about Berlin?

This year I experienced as remote contributer and participant it went great
and I loved this experience particularly having an understanding moderator.

I enjoyed moving from one room to another when the discussions was of money
value to my interest.

The technology at my end was the problem and that what IGF is more about is
bring more and better access to all.
