[governance] New IGC Rep on CSCG

[Arsène Tungali]

Thanks Sonigitu,

Renata, there used to be only one Representative and it has been one
of the Co-cos. Analia was representing us during her first year as
co-co, she stepped down for me during my first year. Now, it's me.

The new "charter" at the NCSG wants every group to have 2
representatives. So, I need someone else from the group to join me.

I will post details today and hope it will be clear to everyone.
