[governance] IGF 2015 Brazil Request for Civil society Speakers

Thank you Javier and yes. The IGC is one of the members of the Civil
Society Coordination Group (CSCG). The original deadline today has now
passed, but its intention was to allow list members time to review the
suggestions being made. We have until Wednesday, so there is still time.
Please include a brief reason for making the particular nomination, whether
the nominee is yourself or someone else.
