[governance] [bestbits] Civil society transparency

I realize I am fairly new to this list and this question is probably
out of turn but...

Why is this governance list so focused on civil society per se?

This is not a complaint, I'm just reading the messages and can't miss
the pattern.

I'm going to guess the answer is just that's who chooses to
participate currently and that's a fine answer. But maybe I'm missing
something?
