[governance] Message from chlebrum

Colleagues,
Please once again DELETE the message with the subject MARCH PROJECT.
It is malware.
It is also very difficult to get rid of it - a friend of mine here suffered
for weeks.
I suggest that you simply delete any message purporting to come from
"chlebrum" with a subject line about projects in March.
I just got another one, hence this message :-)
