Oh well.. There was also the internet ad hoc council pre icann that 
included Bob Shaw (now retired from ITU) and that first met in Geneva

That was when ITU had a rather more constructive role to play than it tends 
to do now (and Bob was responsible for the wsis action like c5 open 
consultations at ITU Geneva back in 2007-08, I believe a substantial cross 
section of this caucus was there, all with access to flags)
