I would conjecture that quite a few actions of recent months, including
the NTIA announcement, have been driven to a significant extent by a
desire of US actors to fill the 'future evolution' discourse as much as
possible with content that is unrelated to the mass surveillance issue.

Who is interested in collaborating on developing a counter-strategy to
this?

I mean, I'm looking for a strategic collaboration aimed at keeping the
mass surveillance issue as part of the center of the discourse, as an
important human rights concern that needs to be part of what the
Internet governance ecosystem needs to be engineered to effectively
address.
