A minor point, reg the following part of the statement

"in the subsequent arrangements completing the transition toward the 
privatization of the DNS administration. "

Private has very different meaning in North America (as non gov) then in 
the rest of the world (meaning business)... So can you say it in a 
manner as if we are not saying it but quoting the Americans

like

"in the subsequent arrangements completing the transition toward, what 
was called in the NTIA 1988 white paperas, the privatization of the DNS 
administration."
