It bears keeping in mind that the US has no "oversight of the Internet". 
  The US government has no control over the Open Root Server Network 
project, for instance.  Other than the fact that we're used to them, 
there's no reason why the Internet couldn't run just fine without 
ICANN-as-we-know-it.
