I did.

The risk assessment must weigh the risk of losing the money paid for
the ticket (if it can't be used because date or location is changed
irresponsibly) against the risk of the the price of the ticket
potentially increasing very significantly closer to the date.

I'd expect any reasonable organization to make sure that when that
kind of problem has occurred, the necessary lessons will be learned and
applied.

Please.

Declaring a problem to be a non-issue does nothing to improve the
situation.
