I will tend to lean on a committee using an agreed set of criteria, one
being contribution during the prep process.
However, there is one thing that needs to be checked
** the size of government delegations***

How many people can be in an official delegation?

Over the years, the IGF has been encouraging governments to add CS folks to
their delegations, and not  many countries have been doing that. So the
question here will be : "What will be the maximum size of an official
delegation?"
