[governance] Nomination of Parminder

Essentially parminder yelling quite a lot at some people in the room, Avri in particular felt physically threatened.

With a co co in the room then, he should have been ejected from the caucus, not nominated to stand for this or any other post where he would represent the interests of civil society.
