[governance] Pre-registration Net Mundial closing 28/02

Whilst I have pre registered the response I got struck me as elitist and
not open unlike the traditional IGFs.

Who is the ultimate decider of who can and cannot attend? My sense is all
the energy going into this will be a pure waste of time and energy.
