[governance] Cyberspace is being used as a battlefield in Venezuela

We read some news about  that Internet went down in most of the city area about midnight on Wednesday, 

According to AP/ Yahoo news, while Hacktivists also have been attacking government websites. Government was also blocking selected websites and a "walkie-talkie" service widely used by protesters.

If you have further detail information and statistics, please share? How much sites are blocked? Is there any National CERT handling the Hacktivists? What is the point of view of Civil Society?
