I fully realise that these are minutes of a meeting.
However on this point:
* Make sure governments do not have rights to decide nominations.
I'm wondering if a more constructive perspective in the future might not be
"to encourage open participation and ensure that no one stakeholder group
has rights to decide nominations"?
It's a little difficult without knowing the context of the decision
