[governance] IGC Funds

Please can the IGC  discuss the issue and reach some conclusions?
We note what Jeremy and Tom are saying.
As well as the hosting issue we need to think seriously about how to deal
with any funds that we may have. If you have any knowledge or expertise in
that area please share with the rest of us.
