[governance] Remote participation

I have no idea how many IGC members participated remotely in Sao Paolo,
although I have "bumped into" several of you yesterday and today. I do know
that we were able to participate, it was made possible for us. I would like
to thank the whole team that made this possible, and particularly I would
like to thank Marilia Maciel who was our link on this occasion and who has
worked tirelessly for years to improve remote participation for all of us.
She also works with a team for this and other meetings. I hope they will
allow me to acknowledge our gratitude to all of them through her.
