[governance] [bestbits] [letter to Dilma Rousseff] merging threads from IGC and BB

If the people drafting this letter and responsible for submitting it to President Rousseff are ok with the amended point 4, I am ok with it too.

In the interest of time and so that Carlos can get some sleep I guess - let us go ahead with the version as it stands, unless there is something seriously wrong.

The proposed change to #4 is, strictly speaking not necessary, but the suggested text that Joanna adopted is ok I guess.
