Yes, I was one of the ones who talked to her just before she travelled
to the Evil Empire. This is the meaning.

The best part was her firm and clear defense of net neutrality (not even
aunt Neelie dares so much). A tremendous cold shower on the
transnational telco cartel in Brazil, and a renewed hope Marco Civil
could be approved as we dream it should.
