[governance] CONSENSUS CALL Re: Draft letter text

In alphabetic order Brazil comes first before ICANN. :-))
In diplomatic order the meeting host and the head of State has precedence
over a non profit californian commerce.

Since the meeting has been publicized a lot, it's time for Brazil to launch
invitations.
