[governance] Choice of addressee(s) (was Re: CONSENSUS CALL Re: Draft letter text)

I once again checked all media coverage. Everywhere I only see something 
to the effect that Brazil will organise an international meeting on IG - 
wherever the initial idea or proposal may have come from. In the 
circumstances it would only be proper to write to whoever everyone is 
saying is organising the event.
