Incidentally, the title includes *multilateral*, a word that has already
produced loads of heated debates in connection with multistakeholder. In
this context the choice seems intentional.
Another expression is *governance of the world wide web* (WWW). While WWW
is as fuzzy as internet, one may wonder if there is any specific intention
in this less common expression.
