[governance] DMP} Proposed letter on role of Brazil liaisons

I agree with Carlos.

Seems to be a bit of delay with the announcement. The 4 volunteers are working, and were grateful for their efforts: for the time being all's good.  So let's wait and see what comes up and respond when we know what's going on.
