[governance] The noose is closing on global Internet and other enabled tax dodging

Internet governance has a specific meaning, the operation and oversight of specific processes that have an Internet wide impact, and engagement across actors from across stakeholder communities to get perspective, hands on contribution and assistance towards a common set of goals.   Yet, there is a basic lack of trust and extensive infighting across communities.
