[governance] WG on EC

The first meeting of WG on enhanced cooperation will be held on on 30th 
and 31st May. The task identified for this first meeting is to " 
carefully determine the relevant topics on Enhanced Cooperation with the 
view to create a questionnaire to be sent out to all Member States and 
all other stakeholder".

While no formal inputs for this 'task' are being invited at this stage, 
if the IGC or other other CS groups, come up with any formulations, 
these can be communicated by CS members of the WG on EC to the meeting....
