[governance] NomCom for Appeals Team renewal

Dear all

Here's a quick status update: So far I have 5 volunteers on the list
who are willing to participate in the random draw for the NomCom
(Chaitanya Dhareshwar, Jeremy Malcolm, José Félix Arias Ynche,
Kerry Brown, Avri Doria).

Sincere thanks to everyone who has volunteered already!

At least 20 further volunteers are needed.
