[governance] Call for Consensus [Draft Workshop Proposals]

I do not see this as a 'final workshop proposal', but a rough draft to be
refined. I want the topic on the table, with the IGC as one of the
organizers. We don't have time to refine and decide, but I do want the
issue on the IGC workshop agenda.
