Alternatively, it may be possible and more easily feasible to
re-engineer, to the extent necessary, the relevant technical standards
and business systems, to make them meet the needs (including privacy
needs etc.) of users, worldwide, reasonably well - even in the absence
of full decentralization of the Internet's architecture.
