This might address the DNS completion issue: if the IGF was asking 
for an ICANN financing, according to its principles it could not 
depend on a "radical monopoly" (Ivan Illitch),  would be obliged to 
foster competition, and ask for a proprotional financing to each of 
the ICANN competitors.
