[governance] IGF Cancelled

If I understand Canabarro's question, govs will be, if not necessary,
unavoidable :) To begin with, they are among the largest users of
Internet resources (something many of us forget in our dialogues), so
they can at a minimum claim the right to participate as major users of
the Net. :)
