He offered that in a meeting with civil society at the Dubai treaty conference,  but I don't know if that was ever written. ..

IIRC sometime last year, Touré somehow offered civil society entities
the opportunity to become ITU sector members free of charge, or
something like that - but I don't remember the specifics.

Can someone point me to relevant information?
