[governance] NSA surveillance: Criminal complaint in Switzerland

As it is likely that like in many (almost all?) other countries, NSA
has conducted surveillance activities in regard to communications in
Switzerland, and those surveillance activities are illegal under local
law, we (an alliance of civil society persons and groups) have filed a
criminal complaint.
