[governance] Formal discussion period on charter amendment proposals

As previously announced, we're going to have a formal discussion period
of five days, until Saturday February 2, on the proposed charter
amendments:

This discussion period will be then followed by the actual voting phase
of ten days, starting on February 3 or February 4.

(One side benefit of the discussion period, regardless of whether it
will actually be used for discussions, is that it gives us a bit of time
to set up and test the technical aspects of the voting process.)
