The IETF did not release it, the IAB and RFC editor did.

And if I remember the IAB has no requirement for IETF approval on its documents.  

Though it does have a requirement for a public IETF last call.
Which it had starting Oct 1, 2012 and extending for a month.


So while you may dislike its content, its provenance seems fine.
