[governance] Suggested amendment for the charter. Voting. Needs signatories

After a bit of reflection, I now also support this proposed amendment.
I have come to the conclusion that our coordinator elections will be
more reliable in choosing a good coordinator if the votes that count
towards one or the other candidate are votes that are based on an
actual preference, rather than votes that are only cast with the
objective of fulfilling a requirement of having voted.
